Why rape cases are increasing and how to check them?

Now throughout the country rape cases are increasing in spite of so many protests on streets and new law on rape. Some main causes may be as follows.
Unemployment - An idle mind is devil's workshop. It should be ensured that all get proper education and employment. Employment may be direct or indirect. Wheels of mass production has rendered many jobless. There shouldn't be mass production but production by the mass.
Wine and pornography - Nowadays liquor is available everywhere. More and more youth are getting addicted to this. Also due to widespread use of computers and mobiles youth have easy access to porn clips. The fatal combination of wine and porn make many youth sexcited and they look for preys.
Modernisation - Society is fast modernising. Girls are getting equally educated and are working in all fields. So they have to travel everywhere and have to work for long hours. For this they sometimes face atrocities.
In order to avoid rape cases following precautions may be taken.
  • Liquor shops may be drastically reduced. The alternative revenue may be land revenue.
  • Porn sites in the net may be jammed. All obscenity in ads, magazines may be censored.
  • Parents should always see the safety of their girls. They should see with whom their girls are mixing.
  • Girls shouldn't rely upon boyfriends and go to odd places at odd hours. A boyfriend is not sufficient to check the miscreants. Sometimes boyfriends play mischief. So it is better not to depend upon boyfriends at all.

Durga Nagpal case compels us to think of All India Services

The recent incident of young IAS officer Ms Durga Nagpal where she was suspended for wrong reason and declaration that UP Govt can rule without IAS officers compels us to think of creating more and more All India Services. When all engineering and medical entrance exams of India are going to be one, it is not impossible to recruit all administrative officers, police officers, engineers, doctors, UGC lecturers of all states through one exam for each service where entry level is Class I. In all states these posts have become Class I from entry level. They shall be posted in adjoining states but not in home state. By this, selection procedure shall be beyond suspicion. Services shall be more vibrant. Administrators, police officers, engineers may not be pawns in the hands of politicians. Universities are autonomous. In the name of autonomy selection procedure of lecturers is always suspicious. For this quality of education is deteriorating. Quality of education shall revive only when selection of lecturers is through a common all India exam. The burden on UPSC can be relieved by opening branches at other metropolies and recruiting zones may be created.
